This error occurs because VBScript is not installed when Office installation detects that it is being run on a terminal server. The solution is to install the component manually.

First you need to find out the GUID of your Office which is stored in the registry. The GUID is found in a different location depending whether you're running 32bit or 64bit Windows.

32bit:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall

64bit:
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Windows\CurrentVersion\Uninstall

In my case we have some servers with only Outlook 2007 installed, while others have Office Standard 2007 so there are 2 different GUIDs to note. Once you know the GUID you can run the following command (substituting your own GUID) to install VBScript support.

For Office Outlook 2007
msiexec /i {90120000-00E0-0000-0000-0000000FF1CE} ADDLOCAL=OutlookVBScript /qb

For Office Standard 2007
msiexec /i {90120000-0012-0000-0000-0000000FF1CE} ADDLOCAL=OutlookVBScript /qb

Once installation has completed, restart Outlook and you should no longer see the error message.
